Public policy nationally and internationally is full of laudable goals. But these often are a complex web of interdependent and contradictory aims and objectives. As a result, the programmes, services or organisations called on to deliver them are unable to deliver them and tie themselves in knots in the process. Because they were, literally, ill-founded.

Managing complexity and ambiguity requires a combination of ideas, evidence and analysis to challenge and clarify requirements and approaches. We use collaborative and user-centred methods to co-develop and validate services with stakeholders and users throughout the whole development cycle. This is the one way that can ensure that the citizens, businesses and front-line staff will be served and that the desired policy impact will be achieved.
